Brother-in-laws trumpet vine...cut down!!

Holy smokes! That looks like a "trumpet tree" to me. LOL LOL Trumpet vines are beautiful in bloom but a challenge to manage.

That's quite the "vine"! 
In this case I would be tempted to drill holes into the "stump" and give it a shot of round-up.

Looks like a tree!
Thats huge! Imagine it loaded with blooms...but I guess it was more than what was wanted. DMG

Spraying Round-Up on the foliage is a bit futile because the leaves have sort of a waxy coating to them. Trumpet vine is like horseradish - if you choose to dig out pieces it may take two or three years to get it all out. However, it can be done.
My suggestion is to dig out the pieces that show up in the lawn and starve those that are in the flower beds by covering them with cardboard and then mulch. If you stay on top of it the plant will be deprived of sunlight so often its root system will go into decline.
