do you ever cut back potentiallas?

I planted two yellow potentillas about 3 years ago and they've come back each year. This year there doesn't appear to be any new growth yet...and I am wondering if I am supposed to cut them back? any thoughts??

June my book says...each year remove 1/3 of old growth &

occasionally cut back older stems to the ground.

Very old shrubs & neglected ones can be cut extremely hard

or thinned over a peroid of years.

I give mine a trim very early every spring.
