Hibiscus help

We have an Hibiscus. About two years ago it was cut down to a stub about six inches tall by accident. It did however regrow. It is now about three feet tall and sends out all kinds of shoots but no blossoms. It is a red hibiscus if that matters. Will it ever bloom again? What kind of fertilizer should we use on this plant? Just as a side note, we live on the Great Northern Peninsula of Newfoundland and the plant is in a full sun west location of our house. It seems very very healthy but just no blooms.
