Can I plant perennials in Parry Sound with a risk of frost at night. I am transplanting from the GTA area Victoria day weekend?

I just check accuweather for my local 15 day forecast to see if there's a risk of frost, (or even just temps below 10 when planting peppers).
Just when you learn how to garden really well, you're too old to do it anymore...

For perennials the land should be sloppy and water must not remain near the plants. The favorable temperature should be above 15degrees. Keeping them free from insects and plant eaters help for better growth.
