I couldn't find a lot of info on this but this article say calcium and Nitrogen is the 2 most imortant nutrients needed to grow healthy postoes
Food Fact
Also potatoes is near being the perfect food on earth and we all need what is in them
So with all the reading on this yummy veggie in the past 30 min I would say, yes the soil is possibly lacking nitrogen
