Any veggies that we can plant outside now?

Nothing has sprouted yet but I did notice the beginning of April some garlic or onion shoots popping out of the ground where I had onions and garlic growing last year. Took me by suprise. Woke up today with a big hole in one of my gardens which really pees me off. Damn dog digging in my garden where I plant some spinach I hate when they do that. Anything I can do to take care of this matter? I put eggshells on the soil but it's not doing anything.
