Marc, you are correct, the fence practically sits on top of the soil. The soil is right below the fence but it will wick water as it does practically sit on the soil. The fence is cedar and has been there for 22 years and so far is a long way from rotting or needing replacing. I'd say that's a pretty good life span for a wooden fence. I like Tammy's idea of a cement grade beam if it's a possiblity. Along that fence it would be really tough to do. We have great neighbours fortunately and the fence was a joint effort.

22 year old cedar sitting like that eh?
Well, that takes P.T. wood off my list. Pressure Treated wood won't take that abuse. At least not that I have seen since the bottom of all my planks are rotted out.
TY for letting me know what kind of wood that is. You are helping me narrow down my list.
