Unfortunately I think that's your only option Lulu. Although coloured rocks look so pretty when they're first put down, it doesn't take long for bits of soil, grass seeds, weed seeds, etc. to take up every crevice in between the rocks.
Putting mulch over the top is not going to stop the weeds from growing.

I just removed bark mulch and landscape cloth from a 4' X 4' bed at the corner of my property. Same problem, I couldn't keep out the weeds and grass.

I suggest you use a knife and cut the barrier material into manageable squares (12-16 inches) right through the mulch. Remove everything in sections. I didn't figure that out until I was half way through.

The centre of my bed is a hazelnut bush. I added more soil to bring the level back up, added a few day lilies and Siberian iris and seeded the rest with White Dutch Clover. My reasoning is that the clover doesn't need mowing, will form a mat to keep out other weeds and enrich the soil by fixing the nitrogen.

We'll have to see how it goes this year. I hope to do a few more beds and the edges of my yard to cut down on the weed whacking. I have public sidewalk on two sides of my lot, totalling 125 feet.
