Last year my hydrangea had new growth at the bottom and bare branches sticking up in the middle, I cut these off in the spring and no flowers. This year is the same, so do I leave the bare branches in the middle. I had a landscape crew clean up my gardens the last 2 falls and I don't know if they prune them in the fall or not.

Hydrangeas blossom on last years growth..If you are cutting off live branches that just haven't opened their buds yet , you are cutting off the flowers. New growth will not flower until next year .. Only cut out dead "branches" and do other pruning only to shape your hydrangea.. Keep as much of the old flower bearing growth as possible.
