What is wrong with this lilac tree?

Lilac trees bought and planted last year. Leaves have been curled all season and condition doesn't change with watering/rain. Also, the other one didn't flower this year. No sign's of mold.

What is your soil like where it is planted and is that stone mulch around the shrub?
Leaves look health, but have curled due to stress....not sure why....might be too little or too much water....lilacs especially hate wet areas and will not do well grown in a wet situation....
But I repeat that the leaves look OK.....newly planted shrubs have to get established (this may take a season or two), so my advice would be to give it time and see how it grows and if it blooms next year.
