stubby parsnips

So, what went wong with my parsnips? This was the first time growing them. They looked beautiful in the garden but when I pulled them, the roots were very stubby but were fanned out just under the surface, some as long as 15" from the root  . It was almost like pulling that piece of crabgrass that spreads accross the garden . My soil is sandy and well tilled. I only got 3 nice taproots from the entire row. My carrotts were fine.
