Ornamental Tree

On a drive the other day saw a house with a couple of trees in front.... Each tree had a main trunk, and about 3 side branches... Each side branch ended in a basketball sized node... No branches passed that. Am assuming the branches are all cut back to these nodes in the fall. Any idea what type of tree this is? Overall about 10 ft tall.

But it sounds either like something fairly exotic, or just a tree that's been pollarded in a strange way.
